[Dec. 14, 2007] HSBC INSURANCE HAS A NEW PUBLICATION ON
GENDER ASPECTS OF RETIREMENT...
The HSBC Insurance, under research coordination of
the Oxford Institute of Ageing (OIA) of the University of Oxford, has published
a report on gender aspects of retirement with special focus on some Asian
countries. Unfortunately, the report does not have analysis on the Vietnamese
case. The main authors of the report are Prof. Sarah Harper and Dr. George
Leeson of the OIA, whom I worked closely when I was a visiting fellow there in
2005.

On December 15, VDF-Tokyo will welcome Ms. Pham Thu
Hien from FASID-GRIPS Joint Program on International Development to present her

[Dec. 10, 2007] JEPA2007 AT HOSEI UNIVERSITY IN TOKYO
On December 8-9, 2007, Prof. Wade Pfau and me
participated in the annual conference 2007 of the Japan Economic Policy
Association (JEPA2007) at Hosei University. We were at the same session on
social welfare policy. Prof. Pfau presented our research on the impacts of
international remittances on household welfare in Vietnam, and I made a
presentation of our research on the living arrangements of the elderly in
Vietnam. In the Conference, Prof. Pfau chaired a similar session on social
welfare policy, and I was discussant of a paper on evaluation of the
governmental micro-credit program for the poor in Vietnam.
[Dec. 07, 2007] VDF SEMINARS IN HANOI AND HCMC TO INTRODUCE TWO VOLUMES OF SOCIAL
BOOK
On December 3, 2007, at VDF Hanoi, we held a
seminar to introduce two volumes of the book on social issues in Vietnam under
economic transformation and integration. We welcomed participants from different
institutions, both academic and policy-making, in Hanoi. Prof. Kenichi Ohno (VDF
research director) made comments on the book, and I presented the key points of
the book, while Mr. Tran Duy Dong (MPI)-- an author of the book -- shared his
findings with participants. Possible research cooperation was also discussed for
the coming activities at the VDF.
With the same purposes and with an expectation to expand our research network to
the South, under cooperation and coordination of the Southern Institute of
Social Sciences (SISS), we also held another seminar to introduce the book. More
than 30 participants attended the seminar with a number of comments and
questions on the social issues in the book, as well as possibilities to work
with each other. Ms. Duong Kim Hong (VDF) presented her survey results on female
migrants in Hanoi and HCMC for the coming VDF book on migration issues.

[Dec. 02, 2007] MOLISA SEMINAR ON
IMPLEMENTATION OF SOCIAL INSURANCE LAW
On 29-30 November, 2007, I attended the seminar
on evaluation of Social Insurance Law, which has been in effect since January 1,
2007. This seminar was held by the Social Insurance Dept. of the MOLISA and the
ILO. More than 40 participants from different provinces' social insurance
departments, experts, and policy makers attended the seminar. Open discussions
were exchanged among seminar holders and participants.

INTRODUCE BOOKS ON SOCIAL ISSUES
VDF will hold two seminars at VDF-Hanoi office (on
3 Dec., 2007) and at the Southern Institute of Social Sciences (SISS) in HCMC
(on 6 Dec., 2007) to introduce two books on social issues, which were
respectively published in March and October 2007, as well as call for
contributions to the new volume focusing on migration issues. Our invited guests
are from various domestic and foreign institutions in Vietnam, including MOLISA,

[Nov. 27, 2007] MOLISA WORKSHOP ON PENSION REFORMS
On 29-30 November, 2007, the Department of
Social Insurance of Ministry of Labor, War Invalids, and Social Affairs
(MOLISA), Vietnam, will hold a workshop to discuss about adjustments of past
contributions of the pension scheme participants based on Consumer Price Index
(CPI). The workshop also aims to evaluate implementation issues after one year
of the Social Insurance Law. MOLISA and ILO experts will exchange views on these
issues.

[Nov. 21, 2007] RCHSP/OECD & WORLD
BANK EXPERTS' MEETING ON PENSION REFORMS
On
November 19-20, 2007, I participated in the RCHSP/OECD and the
World Bank Experts' Meeting on Pension Reforms. A report prepared by a group of
OECD pension specialists was presented, and the respective participant(s)
from each country made comments and updated information for the report. This
was interesting meeting, as a lot of information about current pension schemes
in the Asia-Pacific regions were presented and discussed. The final report will
be tentatively publicized in next summer.

[Nov. 14, 2007] EXPERTS' MEETING ON MODELING REGIONAL
PENSION SYSTEMS IN SEOUL, KOREA
On November
19-20, 2007, I will participate in the Joint OCED/Korea
Regional Center for Health and Social Policy (RCHSP) and
World Bank Experts Meeting on Modeling Regional Pension
Systems in Seoul. In this Meeting, many leading researchers
of the field will discuss the current operation of the
regional pension schemes, and provide rough estimations to
compare DB and DC schemes.

[Nov. 07, 2007] PRESENTATION AT IIASA
IN AUSTRIA
On 6th of November, 2007, I presented my co-authored paper
with Prof. Wade Pfau (GRIPS) at the IIASA. This presentation
was organized by Dr. Larry Willmore and his colleagues at
the Institute. A lot of questions and comments were
discussed to improve the findings. Thanks Sasakawa
Scientific Research Grant 2007 for making my trip enable.

From 3rd to 11th of November 2007, I will go to Austria to
present my joint paper with Prof. Wade Pfau (GRIPS), namely
"Aging, Poverty, and the Role of Social Pensions in Vietnam"
at the International Institute for Applied Systems Analysis
(IIASA). This trip is under Sasakawa Research Grant 2007
from the Japan Science Society, which I has been awarded to

The Sixth International Conference of the Japan Economic

participants attended in two keynote speeches and 14 presentations in three
sessions on economics, civil engineering, and information technology. After

[October 07, 2007] THE SECOND VOLUME OF SOCIAL BOOK IS IN PRESS
The book Social Issues under Economic Transformation and Integration in
Vietnam, Volume Two is now in press. The same as the Volume One, this Volume
Two contains five Chapters, excluding Introductory chapter, which were
written by VDF and outside scholars. The book contents have been updated on
VDF-Hanoi's website. Please contact us again to get hard copies, which are
expected to come out at the end of this October.
[October 06, 2007] MY PAPER ON VIETNAMESE PENSION SCHEME WAS HIGHLIGHTED AT
ID21
My paper, namely "Pension Liabilities and Generational Relations: The Case
of Vietnam", has been highlighted at ID21. This paper was completed in 2005
when I was a visiting research fellow at the Oxford Institute of Ageing (OIA),
the University of Oxford under Leslie Kirkley Felowship, and it is currently
OIA Working Paper No. 106. The paper uses closed-group approach to estimate
the size of pension liabilities of the current PAYG DB in Vietnam, and
discusses generational relations. ID21 is funded by the British government's
Department for International Development and is one of a family of knowledge
services at the Institute of Development Studies at the University of
Sussex.

SOUTHEAST ASIA
In three days from 3rd to 5th of September
2007, I attended and presented a co-authored paper with Prof. Wade Pfau at
the International Workshop on Financing Issues for an Ageing Society in
Southeast Asia, which was hosted by the Institute of Souteast Asian Studies
(ISEAS) in Singapore. This event provided great chances to exchange and
discuss views on aging population and pension reforms with many scholars and

[Sep 1, 2007] VDF's NEW BOOK IN PRESS: SOCIAL ISSUES BOOK VOLUME 2
In early September, with various supports from
colleagues from VDF, GRIPS, and NEU, I could be able to finish editing the
Volume 2 of the book Social Issues under Economic Transformation and
Integration in Vietnam. This book comprises six chapters, including the
Introduction chapter. Growth, poverty, institutional reforms, street
children, migration and social security, and elderly living arrangements are

[Aug 30, 2007] FIRST VDF-TOKYO AND JVEEF MEETING FOR A JOINT SYMPOSIUM IN
OCTOBER
A group of members of VDF and
Japanese-Vietnamese Engineers Exchange Forum (JVEEF) will hold a meeting on
September 1, 2007 to prepare for a joint symposium on economics and
technology. Tentatively, the symposium will be held at GRIPS campus on

2007] SUBMISSION OF PAPER TO ISEAS
On August 24, 2007, we submitted the final paper to ISEAS for The
International Workshop on Financing Issues of an Ageing Society in Southeast
Asia. Our paper (co-authored by myself and Prof. Wade Pfau) discusses
about creating a universal non-contributory pension scheme for the elderly
in Vietnam. The findings for such scheme show that it would be able to
substantially reduce poverty for the elderly and their households. We will
update more on this paper later.

On 23rd June, 2007, VDF-Tokyo will invite Mr. Tran Huu Tra (MA student of

present the current status of registration and enforcement of trademark in
Vietnam. This is an important policy issue when Vietnam has officially

THIRD CONFERENCE WAS FINISHED WITH A GREAT SUCCESS
Otsukaresama deshita! After a long way to prepare for just only one-day
conference, we finished the Third VDF-Tokyo Conference with a great success.
We welcomed more than 50 participants from Japan, Vietnam, France, and the
UK to attend. Two keynote and five paper presentations were discussed with a

TRIP TO HANOI AND HCMC FOR A NEW BOOK AND VDF NETWORKING
From 1st to 10th March, with VDF-Tokyo mission, I went back to
Hanoi to hold a seminar to introduce a new book edited by Prof. Nguyen Khac
Minh and myself. This book is a collection of papers from the National
Project between Faculty of Economics of NEU and Faculty of Economics of
Thammasat Univ. The printing of the book was funded by VDF-Hanoi.
Also, on 8-9th March, we had a research trip to HCMC, in which I visited the
Fulbright Economics Teaching Program (FETP) and the Southern Institute of
Social Sciences. A lot of interesting information were exchanged with many
scholars in these institutions.
